You can view it with any web browser. From the supplier: A joint operating agreement between two newspapers in the same market does not guarantee the survival of the weaker paper. Joint operation prolongs the life of the newspapers and preserves competition, but eventually only one paper will survive. Some think the joint operating agency (JOA) that publishes the Detroit Free Press and the Detroit News instigated the 1995 strike to shut down the News, but this idea does not mesh with past experiences of joint-agency cities which suggests that negative trends for the weaker paper persist even after JOAs are formed.Citation DetailsTitle: JOAs: No guarantee of saving a paper.
